Short answer
The first year is free. After that, the annual fee depends on turnover, from NOK 4,000 to NOK 9,500. You can join as a business or as an individual. See the table on Become a member.

The annual fee by yearly turnover: NOK 0–5 million: NOK 4,000. NOK 6–20 million: NOK 6,500. NOK 21–35 million: NOK 8,000. More than NOK 36 million: NOK 9,500. The first year is free, and you commit for at least two years.
